Why does the issuing state matter?
Under the Constitution, states fix stamp-duty rates for most instruments (List II, Entry 63), and each state has adopted or amended the Indian Stamp Act, 1899 or enacted its own stamp law. An e-stamp certificate is generated under a particular state’s scheme and credits that state’s treasury, so it proves payment of that state’s duty only.
