Definitions
Citation candidate
A citation, authority reference, quotation, or source claim produced by an AI system or submitted for review before it has passed the verification workflow.
Authoritative source
The official court, legislature, regulator, reporter, government repository, or approved licensed source that can support the requested authority and its text.
Citation resolution
The process of locating the cited authority and confirming that the source identity, document, decision, rule, or provision actually exists.
Proposition support
A recorded assessment of whether the cited authority supports the precise legal or factual proposition attributed to it, including relevant qualifications and context.
Pinpoint
A reproducible location within the source, such as a page, paragraph, section, footnote, line, docket entry, or stable anchor, that identifies the supporting text.
Treatment
Later authority, history, or procedural development that may limit, distinguish, criticize, overrule, vacate, amend, supersede, or otherwise affect how a source should be used.
Source capture
The preserved official URL or locator, access date, document version, relevant excerpt, file or record identifier, and integrity context used to make the verification reproducible.
Unsupported output
An AI statement or citation for which the reviewer cannot resolve a source, confirm the attributed proposition, establish a reliable pinpoint, or determine the required context.
Exception
A documented departure from the normal verification path, with scope, reason, owner, approval, expiry or review date, and treatment of the resulting risk.
Verification status
An organization-defined state describing whether a citation is unresolved, verified for a limited purpose, rejected, superseded, or awaiting qualified review.

Practical workflow
Declare the intended use and scope
Record the matter, question, output audience, intended filing or internal use, relevant jurisdictions, governing time period, source universe, access rules, and required confidence. A citation for brainstorming may have a different gate from a citation proposed for a brief, opinion, client communication, or regulatory submission.
Preserve the original AI output
Capture the prompt or request, model or service identifier, model version when available, generation timestamp, user, conversation or run ID, system instructions that affect sourcing, output text, cited references, and any tool or retrieval context. Do not edit away an incorrect citation before the original output is preserved.
Split claims from citation candidates
Create one review item for each material proposition and each citation that is expected to support it. Separate quotations, paraphrases, procedural history, statutory text, secondary commentary, and AI-generated synthesis so a valid source cannot mask an unsupported claim next to it.
Confirm jurisdiction and date
Check the court, tribunal, legislature, regulator, geographic scope, subject-matter authority, decision date, effective date, amendment date, and relevant time boundary. Record conflicts or missing values explicitly. Do not infer that a similarly named authority from another jurisdiction supports the requested proposition.
Verify reporter and court identity
Compare case name, parties, docket or neutral citation, reporter, volume, page, court, panel or issuing body, document type, and procedural posture with an authoritative record. Treat near matches, parallel citations, unpublished decisions, orders, and administrative materials as distinct records until a reviewer confirms the relationship.
Resolve the citation to a source
Locate the authority in an official repository, court site, government publication, or approved source with a reliable identity and version. Record the search path, source locator, access date, availability, and resolution result. If the authority cannot be found, set an unresolved or unsupported status rather than accepting a plausible-looking citation.
Test the quoted proposition
Read enough surrounding text to determine whether the quotation or paraphrase is accurate, complete, and attributed to the correct speaker or holding. Mark whether the source supports, partially supports, contradicts, or does not address the proposition. Preserve material qualifications, exceptions, standards, facts, and procedural limits.
Check pinpoint accuracy
Verify the page, paragraph, section, footnote, line, exhibit, docket entry, or stable anchor against the captured source. Record a missing, ambiguous, shifted, or inaccessible pinpoint as a defect. If pagination differs across versions, preserve the source version and the alternate locator used by the reviewer.
Review treatment and history
Search for later history and relevant treatment using the approved research tools and qualified review process. Check amendments, rehearing, remand, vacatur, withdrawal, supersession, overruling, statutory change, agency action, contrary authority, and jurisdiction-specific treatment. Record the search date, scope, result, and unresolved limits rather than claiming universal validity.
Capture source evidence
Preserve the source title, issuing authority, official URL or locator, citation, version or publication date, access date, relevant excerpt, pinpoint, file or record identifier, and permitted hash or archive reference. Keep the source text distinguishable from the AI output and the reviewer’s interpretation.
Assign qualified review
Route the item to a reviewer with the required jurisdiction, subject-matter, procedural, or research competence. Record reviewer identity, role, conflict check, review date, review level, decision, rationale, and required follow-up. A workflow status is not a legal conclusion and does not replace counsel’s independent judgment.
Record exceptions and unsupported outputs
If a source is paywalled, unavailable, confidential, incomplete, foreign-language, dynamically rendered, withdrawn, or otherwise outside the normal path, record the exception and its scope. Label unsupported citations, block them from approved outputs, preserve the reason, and identify whether a replacement authority or manual research task is required.
Approve the bounded output
Release only the citation and proposition combination that passed the declared gate. Preserve edits, removals, caveats, source links, reviewer decision, and output version. State any remaining uncertainty, jurisdictional limit, date limit, or treatment-search limit next to the approved use rather than implying that the entire AI response was verified.
Audit and update the record
Maintain an immutable history of source changes, status transitions, reviewer actions, exceptions, corrections, model or prompt changes, and downstream uses. Recheck material authorities after a scheduled interval, a new decision, amendment, alert, source relocation, matter change, or identified defect. Reopen dependent outputs when the authority or its treatment changes.

Limitations and exceptions
- A citation can resolve to a real authority while the AI-generated proposition remains inaccurate, incomplete, overbroad, or stripped of a material qualification.
- Treatment and history searches are bounded by the jurisdictions, databases, dates, access permissions, and review skills actually used; no workflow establishes universal current validity.
- Official sources can be unavailable, corrected, amended, dynamically rendered, differently paginated, translated, or subject to access limitations, so source capture needs version and locator context.
- Automated citation parsers, link checkers, retrieval systems, and similarity checks can identify useful signals but cannot guarantee citation identity, proposition support, procedural meaning, or legal sufficiency.
