What is specific to Mizoram

  • The Indian Stamp (Mizoram Amendment) Act, 2024 tripled conveyance duty from 1% to 3% of market value; the Land Revenue minister said values would follow a valuation committee's rates to curb inflated land pricing.
  • Mizoram's concession is for widows rather than all women: 2.5% instead of 3%, with 'widow' defined to include divorced or separated women and unmarried mothers living in a separate house with a separate kitchen.
  • Family gifts (including daughter-in-law, siblings and grandparents) are capped at 1% subject to a maximum of Rs 5,000.
  • Equitable mortgages (deposit of title deeds) for bank loans pay 1% capped at just Rs 1,000.
  • Stamp duty and land registration fees brought in Rs 8.58 crore in April-November 2024, per the state Revenue Secretary.
